Overview:

Part of a series on policies associated with industry convergence, Abort, Retry, Fail, provides a concise statement of why a new framework is needed for communications policies.  This paper shows the impact of competition on residential prices and on rural and urban prices.  Abort, Retry, Fail summarizes the flow of payments between local and long distance telephone companies.  Data in this paper is from an early version of a broadband deployment model,  New Technology Deployment Model, to show the cost of optic fiber deployment.
