Regulatory Wild Cards: Unforeseen Impacts on Investment Decisions in Regulated Companies

July 1996

Subject:

Competition, Costs, Investment, Prices, Services, Technology

Full Paper          Executive Summary

Overview:

Part of a series on advanced technology deployment, Regulatory Wild Cards, explores the impact of regulation on incentives to invest in new technologies for regulated versus non-regulated companies.  Just as in a card game where a wild card introduces an unforeseen or unpredictable outcome, some regulatory tools introduce an unforeseen or unpredictable impact on investment decisions.

Simple charts show the impact of price reduction, cost allocation, and service deployment on a sample investment.  An appendix provides definitions and calculations.
